Europe is the destination where the scholarship may matter less than the tuition. Several countries charge little or no tuition at public universities, so a modest living-cost grant can go further there than a large tuition waiver elsewhere.

Low tuition changes the arithmetic

Where public universities charge a semester contribution rather than tuition, your problem is living costs rather than fees — and living-cost funding is a different and often less competitive category than a tuition scholarship.

  • DAAD funds study and research in Germany, including living stipends, and is the best-known route for Indian applicants.
  • Erasmus Mundus joint master's are fully funded and run across several countries in one degree.
  • National schemes exist in most countries and vary widely in whether non-EU students qualify.
  • University awards are usually fee waivers, which are worth less where fees are already low.

What to check before you plan

  1. Whether the course is taught in English, and at what level of the local language you would still need for daily life.
  2. Whether the award covers living costs, which is the binding constraint in low-tuition countries.
  3. Whether non-EU students are eligible — many national schemes are not open to them.
  4. The blocked-account or proof-of-funds requirement for the visa, which several European routes set high.

Germany's blocked account requirement is a real cash constraint regardless of tuition, and a scholarship that does not reduce it changes less about your plan than it appears to.
