Scholarships that fund a bachelor, master or PhD
Most scholarships pick a level and stay there. A small group of national government schemes fund all three — bachelor, master and doctorate — under one set of rules, which makes them worth knowing if you are deciding between levels or applying to more than one.

Why these schemes cover everything
They are instruments of foreign policy rather than university recruitment. A government funding students from partner countries has no reason to restrict itself to one level, so the same scheme places a school-leaver and a doctoral researcher.
The level is usually chosen inside the application, and the rules change with it — age limits in particular. Türkiye sets under 21 for a bachelor's and under 35 for a doctorate under the same scheme. Read the rule for YOUR level, not the headline.
What to check before you apply
- Whether your country is on the eligible list — these schemes are bilateral, and the lists change between cycles.
- The age limit for your level, which is often tighter at undergraduate than at doctoral.
- Whether you apply directly or need a nomination from a national agency.
- Whether placement comes with the award, as it does with Türkiye, or whether you must secure admission yourself.
The last one changes your whole timeline. A scheme that places you removes the separate admission application; one that does not means running two processes to two different deadlines.

Awards open at every level — FAQs

No. These schemes fund one level per application, and the eligibility rules — age in particular — are applied to the level you choose.
Rarely. Even where a scheme is open at every level, the undergraduate quota is usually the smallest and the age limit the tightest.
