How to apply for a Singapore student visa

The Singapore student visa process, step by step, from the official guidance. The order matters more than the list does — several steps cannot start until an earlier one has finished, and that dependency is what sets your real timeline.

The process

Secure a full-time place at an ICA-recognised Singapore institution. ICA states you must be "accepted into an approved full-time course in Singapore" — part-time, evening and weekend courses are not eligible for a Student's Pass. Your route differs by institution type (Institute of Higher Learning, EduTrust-accredited Private Education Institution, Foreign System School, ITE, or government-aided school), and PEIs have longer processing times, so check EduTrust status before you accept an offer.

Let the school register you in SOLAR and issue the Registration Acknowledgement Letter. Unlike most countries, the Singapore school starts the process: it registers your admission in ICA's SOLAR system and sends you a Registration Acknowledgement Letter carrying your SOLAR reference/login details. You cannot open the ICA application without this letter.

Submit the Student's Pass application on the ICA e-Service and pay S$45. Log in with the SOLAR credentials and complete the online form — passport biodata, residential history, education and employment background, family members, financial support, your Singapore address and a digital photo taken within the last 3 months. Pay the non-refundable S$45 processing fee. ICA requires submission at least two months and not more than three months before the course starts.

Get the In-Principle Approval (IPA) letter — it doubles as your entry visa. If approved, ICA issues an IPA letter in the e-Service. For visa-required nationals, which includes Indian passport holders, a Single Journey Visa is incorporated into the IPA, so you do not lodge a separate visa application; you present the IPA at the Singapore checkpoint. Complete formalities within the validity window stated on your own IPA letter.

Complete the medical examination and pre-arrival paperwork listed in the IPA. Where a Medical Examination Report is required, ICA/your institution will list it in the IPA; it commonly covers a chest X-ray for TB and an HIV test, and the report must generally be recent (institutions typically require it dated within 3 months of submission). You must also download and acknowledge the Student's Pass Terms and Conditions form.

Fly to Singapore on the IPA and book the ICA formalities e-Appointment. You enter Singapore on the IPA letter and are granted a Visit Pass at the checkpoint. Completion of formalities is strictly by appointment — book a slot on the ICA e-Service for the ICA Services Centre, or attend the offsite enrolment session if your school arranges one. Bring every document listed in your IPA letter.

Pay the issuance fee, enrol biometrics and collect the digital Student's Pass. At the appointment you pay the S$60 issuance fee (plus S$30 for the Multiple Journey Visa if applicable) online and enrol your biometrics. ICA now issues a digital Student's Pass instead of a physical card — it can be viewed on the Singpass app after three working days.

Where the dependencies bite

  • The offer comes before almost everything. Most routes cannot begin without an unconditional place.
  • Financial evidence has a holding period, which starts before the application and cannot be compressed.
  • A loan sanction letter, where you are using one, sits between the offer and the application.
  • Biometrics and medicals are appointment-based, and appointment availability is the hidden constraint in peak season.

Before you submit

  1. Read your own application back as an officer would, looking for anything unexplained.
  2. Check every date and figure against the supporting document it comes from.
  3. Confirm the fee and the route are the current ones on the official source below.
  4. Keep a complete copy of everything you submitted, in the order you submitted it.

A refusal is far more expensive than a delay: it must be disclosed on future applications to several countries, and it is harder to explain than a late submission. If something is not ready, the cost of waiting a week is usually lower than it feels.
