Good News for Indian Students: New Zealand Adds Graduate Work Visa Options in 2026

10 min read · 31 Oct 2026 · Team Vibedu

Immigration New Zealand is opening a new Short-Term Graduate Work Visa for applications on Monday 16 November 2026. It gives eligible graduates six months of open work rights — the right to work in any job for any employer while they look for something longer term. Two other changes start the same day: some Level 7 graduate diploma holders become eligible for a Post-Study Work Visa, and eligible Indian graduates with a New Zealand PhD can qualify for a Post-Study Work Visa of up to four years instead of three.

That is genuinely more choice than New Zealand offered a year ago. It is not a guarantee of a job, of visa approval, or of residence, and a good number of graduates will not qualify at all. This guide sets out who each change is for, what it asks of you, and the conditions that are easy to miss. Every figure was read from Immigration New Zealand's own pages on 31 October 2026, and the links are at the bottom.

New Zealand, where a new Short-Term Graduate Work Visa opens for applications on 16 November 2026

What is the new Short-Term Graduate Work Visa?

It is a six-month visa for graduates who are not eligible for the longer Post-Study Work Visa. Immigration New Zealand describes its purpose plainly: it lets you stay and work while you look for a job and explore longer-term work options.

The work rights are open. INZ's own wording is that you may "work in any job for any employer in New Zealand" — you do not need a job offer before you apply, and you are not tied to one employer once you are here. For a graduate whose student visa is about to run out, that is the difference between leaving and having half a year to find something.

One framing matters before you read further. This visa exists for people who fall outside the Post-Study Work Visa. If your qualification already makes you eligible for a Post-Study Work Visa, you cannot apply for this one — and you would not want to, because the Post-Study Work Visa is longer and, as we come to below, treats your family differently.

When can students apply, and how long does it last?

Applications open on Monday 16 November 2026, online through Immigration New Zealand's Enhanced Immigration Online system. Before that date the visa page shows as closed.

The visa lasts up to six months. It cannot be extended, and you can only ever be granted one.

The timing rule is the one to plan around: you must apply within three months of your New Zealand student visa expiring. Immigration New Zealand gives its own worked example, and it is worth reading twice — if a student visa expired before 16 August 2026, that person will not be eligible when applications open on 16 November, because more than three months will have passed. The window is counted from your visa expiry, not from the launch date.

Who is eligible? Qualification, study duration and NZD $5,000

To apply, Immigration New Zealand says you must:

  • Hold a qualification at NZQCF Level 5 to 7 that you studied full-time for at least 24 weeks in New Zealand.
  • Hold a qualification that is not an English language, foundation or bridging qualification.
  • Hold a qualification that does not already make you eligible for a Post-Study Work Visa.
  • Have at least NZD $5,000 available to support yourself, evidenced by recent bank statements in your own name.
  • Have a valid medical certificate and chest X-ray, depending on how long you intend to stay.
  • Have had a student visa within the three months before you apply.
  • Never previously have been granted a Short-Term Graduate Work Visa or a Post-Study Work Visa.
  • Have written approval from the Ministry of Foreign Affairs and Trade or Education New Zealand, if your study was supported under the New Zealand Scholarship Programme.

Two notes for Indian families reading this. The NZD $5,000 is an eligibility requirement for this visa — it is money you must show you have access to, not an estimate of what a year in New Zealand costs. And "studied full-time in New Zealand" means exactly that: a qualification completed online from India, or largely offshore, does not meet it.

Indian graduates in New Zealand checking eligibility for the Short-Term Graduate Work Visa

What work can graduates do on this visa?

Any job, for any employer — with one real limit. Immigration New Zealand states that work must be for an employer under an employment agreement or a contract for services, and that business ownership is not allowed. If your plan was to land in Auckland and start something of your own, this is not the visa for it.

The part the announcement headlines leave out: your family

This is the condition we would most want a married applicant to read, and it is the one most summaries skip.

On the Short-Term Graduate Work Visa, Immigration New Zealand is explicit: you cannot include your partner or dependent children in your application, and they will not be eligible for a work or student visa based on their relationship to you. You can support them for visitor visas only. Your partner may still apply for a work visa on their own merit, and your children may apply for student visas as international students — paying international fees.

On the Post-Study Work Visa, the position is different: holders can support partners and dependent children for visitor, work or dependent child student visas, provided the requirements are met.

So for a graduate with a family, the two visas are not simply "six months" versus "longer". They are different in kind. If you are choosing a qualification now and your family will join you later, this difference deserves to sit in the decision alongside fees and rankings.

Can this lead to another work visa?

It can, and Immigration New Zealand names the route: the visa allows time to look for work and, where appropriate, to transition to an Accredited Employer Work Visa.

"Where appropriate" is carrying weight in that sentence. Moving to an Accredited Employer Work Visa means meeting that visa's own requirements, which include holding a qualifying job offer from an accredited employer. The six months buys you time to find that offer. It does not create one, and nobody — not us, not an agent, not a university — can promise you one.

There is also a study route back. Someone who holds or has held a Short-Term Graduate Work Visa can apply for another student visa, but only if the new programme is a bachelor's degree or at a higher NZQCF level than the qualification the short-term visa was based on, and is a qualification that makes them eligible for a Post-Study Work Visa.

New Post-Study Work Visa option for some Level 7 graduate diploma holders

From the same date, 16 November 2026, Post-Study Work Visa eligibility extends to graduates who have completed a graduate diploma at NZQCF Level 7, provided they:

  • studied full-time in New Zealand for the full duration of the qualification;
  • were enrolled for the full duration — cross-crediting or recognition of prior learning does not qualify; and
  • hold a bachelor's degree, completed in New Zealand or overseas, with no time limit on when it was awarded.

A detail worth knowing for an Indian bachelor's degree: Immigration New Zealand says an International Qualification Assessment is not required for an overseas bachelor's degree here. You provide a copy of the degree certificate showing the qualification type and awarding institution, plus an official academic transcript. INZ may still check authenticity for immigration purposes.

The visa can be issued for the length of time you actually spent studying the graduate diploma in New Zealand, capped at one year.

Then comes a three-way split that most coverage of this change misses entirely, and it decides which visa you are even looking at:

  • Graduate diploma and a bachelor's degree — may be granted a Post-Study Work Visa with open work conditions.
  • Graduate diploma, no bachelor's, but the diploma is listed in Appendix 13 of the Immigration Operational Manual — may still be granted a Post-Study Work Visa, but must work in the occupation specified in Appendix 13 for the visa's duration. That is a tied visa, not an open one.
  • Graduate diploma, no bachelor's, and not listed in Appendix 13 — not eligible for a Post-Study Work Visa. The six-month Short-Term Graduate Work Visa is the route instead.

As with the short-term visa, only one Post-Study Work Visa can ever be granted. Anyone who has held one before is not eligible for another, even for study at a higher level.

Good news for eligible Indian PhD graduates: up to four years

From 16 November 2026, eligible Indian graduates holding a New Zealand PhD can become eligible for a Post-Study Work Visa of up to four years, rather than three. This comes through the India–New Zealand Free Trade Agreement.

It is not automatic. Immigration New Zealand is clear that all the relevant visa requirements still apply. But for a doctoral candidate weighing New Zealand against other destinations, an extra year of post-study work rights is a real difference — and the Post-Study Work Visa, unlike some other routes, can lead to a resident visa.

What the India–New Zealand FTA does and does not change

The FTA entered into force on 20 October 2026. Alongside the PhD change, it brought in two new Temporary Employment Entry (TEE) visa categories from that date, for highly skilled occupations and a small number of professions considered iconic to India. These are capped at 5,000 TEE visa holders in New Zealand at any one time, with most places allocated to skilled occupations already on New Zealand's Green List.

Two things to be straight about. A TEE visa still requires a qualifying job offer from an accredited employer, along with qualifications, English language, health, character and identity requirements. And Immigration New Zealand states plainly that TEE visas are valid for three years and do not provide a pathway to residence.

There is also a commonly misread point about in-study work hours. Eligible students of all nationalities, Indian students included, can currently work up to 25 hours a week while studying. The FTA's commitment is that if policy settings change in future, Indian students are guaranteed 20 hours a week. That is a floor, not an upgrade — today's entitlement is already higher. Anyone telling you the FTA has "given Indian students 20 hours" has read it backwards.

Finally, a working holiday scheme for Indian nationals aged 18 to 30 is to be introduced within two years of the FTA entering into force, capped at 1,000 places a year, allowing up to 12 months in New Zealand. It does not exist yet.

What students planning for 2027 should do now

  • Work out which visa your course points to. The question is not "does New Zealand have post-study work rights" but "does this qualification make me eligible for the Post-Study Work Visa, or only the six-month one". The answer changes the length, the family rules and the residence prospects.
  • If you hold a bachelor's degree already, keep the certificate and transcript safe. For the Level 7 graduate diploma route they are the evidence, and no International Qualification Assessment is required.
  • Count your three months. The application window runs from your student visa expiry. Diarise it the day your visa is issued, not the month it ends.
  • Check the full-time, in-New-Zealand condition against how your programme is actually delivered, including any period you studied remotely.
  • If you have a partner or children, plan for the dependants rules before you choose the course, not after the offer arrives.
  • Treat NZD $5,000 as one requirement among several — not as a budget for the year.

Our Study in New Zealand guide covers the destination more broadly, and the New Zealand visa guide and its fees page go into the student visa itself. If you are still comparing destinations, New Zealand against the UK may be a useful starting point, and you can browse universities and courses or check scholarships and education loan support.

Frequently asked questions

Is New Zealand launching a new graduate work visa in November 2026?
Yes. Applications for the Short-Term Graduate Work Visa open on Monday 16 November 2026 for eligible applicants, through Immigration New Zealand's online system.

How long can I work on the new visa?
Up to six months of open work rights, subject to eligibility and visa conditions. It cannot be extended and can only be granted once.

How much money do I need to show?
At least NZD $5,000 available to support yourself, evidenced by recent bank statements in your own name. This is one eligibility requirement, not the cost of studying in New Zealand.

Will every international graduate qualify?
No. Your qualification level and type, whether you studied full-time in New Zealand for at least 24 weeks, your previous visas and other conditions all matter. Anyone who has already held a Post-Study Work Visa or a Short-Term Graduate Work Visa is not eligible.

Does the visa guarantee a job or another work visa?
No. It gives eligible graduates six months to look for work. Moving to an Accredited Employer Work Visa afterwards depends on meeting that visa's own requirements, including a qualifying job offer from an accredited employer.

Can my husband or wife come with me on this visa?
Not on a work visa based on your relationship. On the Short-Term Graduate Work Visa you cannot include a partner or dependent children in your application and they are not eligible for work or student visas through you — you can support them for visitor visas only. Post-Study Work Visa holders are in a different position and can support partners and children for visitor, work or dependent child student visas.

What changes for Indian PhD graduates?
From 16 November 2026, eligible Indian graduates with a New Zealand PhD can become eligible for a Post-Study Work Visa of up to four years rather than three. It is not automatic — all relevant requirements still apply.

Can a Level 7 graduate diploma lead to a Post-Study Work Visa?
From 16 November 2026 it can, if you studied full-time in New Zealand for the full duration with no cross-crediting or recognition of prior learning, and you also hold a bachelor's degree from New Zealand or overseas. Without a bachelor's degree, it depends on whether your diploma is listed in Appendix 13 of the Immigration Operational Manual — and if it is, the visa is tied to that occupation.

Has the FTA increased work hours for Indian students?
No. Eligible students can already work up to 25 hours a week while studying. The FTA commits to 20 hours for Indian students should policy settings change in future, which is a floor below the current entitlement, not an increase.

Should I choose a course only because of this visa?
No. Course quality, academic fit, total cost, provider approval and realistic career goals should come first. Immigration rules can change, and New Zealand's have already changed more than once this year.

Choose the course for what it teaches you

A visa route is a reason to look at a country. It is a poor reason to pick a course. The graduates who do well out of changes like these are the ones whose qualification was worth having anyway — the visa simply gave them room to use it.

If you are weighing New Zealand for 2027, we will work through which qualifications point to which visa for your profile, what the dependants rules mean for your family, and how the costs actually add up. That costs you nothing — we charge students no fee for counselling or applications, because partner universities pay us. Talk to us and we will map it out with you.
