Search this and you get the same thing everywhere: a magazine ranking, reprinted, with the same ten names in a slightly different order. Nobody says what the ranking measured, and for a master's applicant from India the answer is usually “research output” — which is not what you are buying.
Germany is unusual in that it does not need a magazine for this. It runs two official designations of its own, both public, both current, and both more meaningful than a ranking because they come with money attached. One of them changed in 2026.
TU9: the nine technical universities
TU9 is a registered association of Germany's oldest and largest technical universities. It formed informally in 2003 among institutes of technology founded before 1900, and was constituted as a non-profit association in 2006. In 2018 it renamed itself from “German Institutes of Technology” to “German Universities of Technology”, so you will see both names in circulation.
The nine members:
- RWTH Aachen University
- Technische Universität Berlin
- TU Braunschweig
- TU Darmstadt
- TU Dresden
- Leibniz University Hannover
- Karlsruhe Institute of Technology (KIT)
- Technical University of Munich
- University of Stuttgart
If you are applying in engineering, computing or the physical sciences, this is the most useful shortlist Germany publishes about itself. It is not a ranking and does not claim to be — it is an alliance, and membership is stable rather than annual.
Universities of Excellence: the list that just changed
The second designation is the Excellence Strategy, run by the DFG and the Wissenschaftsrat. It is a funding programme: universities compete for the title and the money that comes with it, and from 2026 the budget rises to €687 million a year.
On 11 March 2026 the Excellence Commission decided which institutions keep the title from 1 January 2027. Ten did:
- RWTH Aachen
- Berlin University Alliance (FU Berlin, HU Berlin and TU Berlin together)
- University of Bonn
- TU Dresden
- University of Hamburg
- Heidelberg University
- KIT Karlsruhe
- LMU Munich
- TU Munich
- University of Tübingen
And one did not. The University of Konstanz, which held the title from 2019, lost it — it did not reach the minimum number of Excellence Clusters required for continued funding. That is the single most useful line on this page, because it tells you these designations are evaluated rather than permanent, and that a list copied from a 2019 article is now wrong.
The programme allows up to fifteen Universities of Excellence, so there is room for others to join at the next round.
What the Excellence title does and does not tell you
Read it for what it is. The Excellence Strategy funds research. The title says a university competed successfully for research money against its national peers. It is a real signal and a hard one to fake.
It says nothing directly about:
- Whether your master's is taught in English. An Excellence university may run your subject entirely in German.
- Teaching quality on a taught master's. Research funding and classroom experience are different things.
- How employable you will be in India afterwards, which has more to do with your subject and your internships.
- Whether you will get in. Admission is by subject and by cohort, not by institutional prestige.
Both lists also skew technical and research-heavy, which means they under-represent the Fachhochschulen — the universities of applied sciences — that are often the better fit for a student who wants industry placement rather than a research career.
What actually decides your Germany application
For an Indian applicant, four things matter more than which list a university is on.
Tuition. Germany's public universities charge no tuition, whether or not they hold a title. That is the real story and it applies to all of them. You pay a semester contribution of roughly €150–350. Our guide to studying in Germany on low tuition covers what that does and does not include.
The blocked account. Free to study is not free to qualify for: you must show €11,904 in a blocked account before the visa issues, which is about ₹12.9 lakhs held as a lump sum.
APS, and now the dMAT. From the summer semester 2027 intake, master's applicants whose previous degree is in engineering, commerce, accounting, finance, economics, business or management must sit the dMAT as part of APS verification. APS India will not issue the certificate without the result, and without the certificate there is no visa. It is a new, compulsory, chargeable step landing on exactly the profile most Indian applicants have — the detail is in our APS and dMAT guide.
Language of instruction. Check it per programme, not per university. This is the single most common mistake we see on German applications.
How to use the lists
Use TU9 as a shortlist if you are technical. Use the Excellence list as a research signal if you intend to continue to a PhD. For a taught master's you intend to work after, treat both as background and pick on subject, language of instruction and location instead.
Our subject guides go that way round — computer science, electrical engineering, international business and others — and masters in Germany for Indian students covers the application end to end.
TU9 membership is from the alliance's own site and the Excellence Strategy result from the DFG's published decision of 11 March 2026, both read in October 2026. Membership and titles are reviewed, so confirm both before building a shortlist on them.
