How to apply for a Malaysia student visa

The Malaysia student visa process, step by step, from the official guidance. The order matters more than the list does — several steps cannot start until an earlier one has finished, and that dependency is what sets your real timeline.

The process

Get an offer letter from an EMGS-registered Malaysian institution. You cannot start the visa yourself — the institution is your application channel. Secure a conditional or unconditional offer letter and complete whatever acceptance and deposit steps the institution requires before it will lodge anything with EMGS.

Institution lodges the Student Pass application on the EMGS STARS portal. The application is created and the documents uploaded at visa.educationmalaysia.gov.my. EMGS requires you to be OUTSIDE Malaysia when the application is submitted — a tourist entry cannot be converted into a Student Pass after arrival.

EMGS screening, security check and issue of the eVAL. EMGS verifies academics and documents and runs the Immigration security/background check; the published client charter is 14 working days for a complete application. The electronic Visa Approval Letter (eVAL) is released into STARS and is valid for six months from issue.

Apply for the Single Entry Visa (SEV) through the Malaysia eVISA system. India appears on the EMGS SEV Required Countries list, so an Indian student must obtain an SEV after the eVAL and before flying — the visa-waiver that lets Indian tourists enter for 30 days does not cover study. EMGS lists India among the ten nationalities eligible for eVisa with 48-hour processing; apply at the official eVISA portal.

Submit the Malaysia Digital Arrival Card (MDAC) and travel. EMGS instructs students to lodge the MDAC within 3 days prior to arrival at imigresen-online.imi.gov.my/mdac. Carry the eVAL, offer letter, SEV, insurance confirmation and academic originals in hand baggage — the airline and the arrival immigration officer may ask for them.

Complete the post-arrival medical screening within 7 days. All international students must be screened at EMGS or an EMGS-appointed panel clinic within seven days of arrival. Failing to attend stalls the pass endorsement; if you fail the screening there is a three-day appeal window from the date of notification.

Immigration endorsement of the Student Pass and collection of the i-Kad. After medical clearance the institution submits your passport to the Immigration office nearest the campus for the physical Student Pass endorsement, and EMGS issues the i-Kad (self-collect or couriered to the institution). The Student Pass runs for a maximum of one year and must be renewed annually — EMGS advises starting renewal up to three months before expiry.

Where the dependencies bite

  • The offer comes before almost everything. Most routes cannot begin without an unconditional place.
  • Financial evidence has a holding period, which starts before the application and cannot be compressed.
  • A loan sanction letter, where you are using one, sits between the offer and the application.
  • Biometrics and medicals are appointment-based, and appointment availability is the hidden constraint in peak season.

Before you submit

  1. Read your own application back as an officer would, looking for anything unexplained.
  2. Check every date and figure against the supporting document it comes from.
  3. Confirm the fee and the route are the current ones on the official source below.
  4. Keep a complete copy of everything you submitted, in the order you submitted it.

A refusal is far more expensive than a delay: it must be disclosed on future applications to several countries, and it is harder to explain than a late submission. If something is not ready, the cost of waiting a week is usually lower than it feels.
