What do you want to study in Germany?

Where "free" is true, and where it is not

"Study in Germany for free" is the phrase everybody searches and it is about three-quarters true. Here is the quarter that is not, before you build a plan on it.

Most public universities charge no tuition

German higher education is state-funded, and at state institutions there are generally no tuition fees for bachelor's courses or most master's courses — for Indian students as much as for Germans. This is the real thing, not a scholarship or a discount.

Baden-Württemberg charges non-EU students

One state is different. Baden-Württemberg — Stuttgart, Heidelberg, Karlsruhe, Tübingen, Freiburg, Mannheim — charges non-EU/EEA students €1,500 per semester, and has since winter 2017/18. Exemptions exist for several residence categories, for exchange students, and through a small quota each university decides itself.

Bavaria lets each university decide

Bavaria leaves it to the institution. LMU Munich charges no tuition. TUM does, and not by a little: its published figures are €2,000 or €3,000 a semester for bachelor's and €4,000 or €6,000 for master's, rising from winter semester 2027/28. If you are targeting Winter 2027, those higher figures are the ones that will apply to you.

Everybody pays a semester contribution

Separate from tuition, and unavoidable. It funds student services and the student union, and runs roughly €70–€430 a semester depending on the university. Some include a local transport ticket, which is worth having.

Some master's programmes charge anywhere

Tuition-free applies mainly to bachelor's and consecutive master's — a master's that follows on from your bachelor's subject. Continuing-education, executive and non-consecutive master's can carry fees at any university, in any state.

Free tuition is not free living

For the visa you must show you can support yourself. The current requirement is €992 a month, set on 1 January 2025 — about €11,904 for a year, usually in a blocked account. This is the number that decides whether Germany is affordable for your family, not the tuition.

Tuition rules, the semester contribution range and the proof-of-funds figure are from the DAAD; the Baden-Württemberg amount and its exemptions from a Baden-Württemberg public university's own fees page; TUM's and LMU's figures from their own pages. All read on 16 October 2026. Fees and visa figures are revised — confirm on the university's page before you budget.

Who actually qualifies

Germany is open, but it is not casual about qualifications. Two cases cover most Indian applicants.

After Class 12, for a bachelor's

An Indian Class 12 qualification on its own is usually not enough for direct entry. The normal route is a Studienkolleg — a preparatory year ending in an assessment exam — or one to two years of university study in India first. Some universities accept some boards and some marks directly. Which ones is the entire question, and it is the kind of thing worth asking a person rather than guessing.

After a bachelor's, for a master's

A four-year Indian bachelor's at around 60% and above is the profile German master's admissions are built around. A three-year bachelor's is where most of the confusion sits: many universities assess it case by case rather than refusing it, some accept it outright, and some ask for additional credits. It is not a wall — it just means your shortlist has to be built from the universities that accept it.

Beyond the degree itself, two things decide it: whether your subject matches the programme closely enough in credits, and whether you hold the language certificate the programme asks for.

Do you need German?

Not necessarily — and this is the single most useful thing to know early. The language of instruction in most German degree courses is German, but international and postgraduate programmes taught entirely in English are a large, real category, and they are the route most Indian master's students take.

Where German is required, there are two recognised exams and the difference matters: TestDaF can be taken from India, and DSH is taken at the German university. If you need the certificate to get the admission and the visa, TestDaF is the one that fits your timeline.

What you will need

  • APS certificate. Indian applicants go through the Academic Evaluation Centre before applying. Start it early — it is the step that most often delays an intake.
  • uni-assist, for many universities. A clearing house that checks your documents before the university sees them. It charges €75 for your first course choice and €30 for each additional one, per semester, payable whatever the result. How uni-assist and anabin work →
  • Proof of funds, usually a blocked account, at the figure above.
  • Language certificate, if the programme is German-taught.
  • Your documents, attested and translated — the unglamorous half, and the one with the longest queues.

The timeline, working backwards

Germany has two intakes: winter, starting around October, which is the big one and carries most programmes; and summer, starting around April, which is smaller. For a winter intake, APS and documents should be moving roughly a year ahead, applications land in the winter and spring before, and the visa queue is the summer.

The mistake we see most often is treating the application deadline as the start date. By then the APS and the language certificate need to already exist.

Questions people actually ask

Is studying in Germany really free for Indian students?

At most public universities there is no tuition fee, for Indian students as much as for German ones. Two exceptions matter: Baden-Württemberg charges non-EU students €1,500 per semester, and in Bavaria each university decides for itself — TUM charges substantial fees while LMU Munich does not. Everybody also pays a semester contribution of roughly €70–€430, and living costs are entirely your own.

Can I go to Germany straight after Class 12?

Usually not directly. An Indian Class 12 qualification on its own is normally not enough for direct entry to a German bachelor's, and the standard route is a Studienkolleg preparatory year or one to two years of university study in India first. Some universities accept some boards and marks directly, so which universities you apply to decides the answer.

Will a 3-year Indian bachelor's be accepted for a master's?

Often, but it is assessed case by case rather than accepted or refused as a rule. Some German universities take a three-year Indian bachelor's outright, others ask for additional credits or a preparatory assessment. This is the single most important thing to get right when building a shortlist.

Do I need to know German?

Not for English-taught programmes, and there are many — international and postgraduate courses taught entirely in English are a large category and the route most Indian master's students take. Where German is required, TestDaF can be taken from India while DSH is taken at the German university, so TestDaF is usually the one that fits an application timeline.

How much money do I need to show for the visa?

The proof-of-funds requirement is €992 per month, set on 1 January 2025 — about €11,904 for a year, normally held in a blocked account. This figure is revised, so confirm the current amount before you open the account.

What is APS and do I need it?

The APS is a certificate from the Academic Evaluation Centre verifying your Indian academic documents, and Indian applicants need it before applying to German universities. Start it early — it is the step that most often costs people an intake.
