This programme is no longer accepting applications. The Government of Canada has harmonised it into the Canada Graduate Scholarship – Doctoral, and the Vanier site directs applicants there. The record is kept because the name will be searched for years. While it ran it was open to Canadian citizens, permanent residents and foreign citizens alike, for a first doctoral degree, requiring a first-class average in each of the last two years of full-time study and no more than 20 months of doctoral study already completed.

What carries over is the shape, and it is the part worth knowing: these are NOMINATED awards with institutional quotas — you could never apply directly, only be put forward by one Canadian university holding an allocation — assessed on academic excellence, research potential and leadership weighted equally. So the conversation is with the graduate office of a Canadian university long before any deadline.
