India is an eligible country, and the Sending Partner is the condition that decides everything else: an application is considered only where the candidate has been nominated by their country's Sending Partner, and nothing outside that route is looked at. The programme runs across bachelor's, master's, one-tier master's, doctoral and non-degree study, with a separate call document each year naming the fields and institutions open for that round.
Two deadlines, in an order that catches people out. You submit your documents to the Tempus Public Foundation online system FIRST — 15 January 2026 at 2pm for the 2026/27 round — and the Sending Partner nominates afterwards, by the end of February. Missing the Tempus date leaves the Sending Partner nothing to nominate, so the earlier one binds even though the nomination sounds like the first step.
