Eligibility
Indian students are not eligible, and the name is the clue: the Mauritius-Africa Scholarship Scheme is open to resident citizens of African Union member states and African Commonwealth countries. India is neither. Mauritian nationals are excluded too, and no award is made to anyone already holding a PhD, or for part-time or distance programmes. Applications are not made to Mauritius directly — each eligible country has a nominating agency, usually inside its education ministry, which shortlists a maximum of fifteen candidates.
