Manaaki is New Zealand's development scholarship and its country list covers the Pacific and a small number of Asian states: Cambodia, Indonesia, Fiji, the French Pacific territories, Kiribati, Lao PDR, Nauru, the North Pacific, Papua New Guinea, Samoa, the Solomon Islands, Timor-Leste, Tonga, Tuvalu and Vanuatu. Being a developing country is not the test — appearing on the list is, and India does not.
There is nothing here for an Indian applicant to apply to. New Zealand funding reachable from India runs through individual university scholarships and the New Zealand Excellence Awards, which this catalogue lists separately, so the time is better spent on those.
