Eligibility
Postgraduate only — a full-time master's or PhD in Malaysia. Age limits are generous by the standards of government schemes: not more than 40 at application for a master's and not more than 45 for a doctorate. You need a CGPA of 3.00 or a Second Class Upper at bachelor's level for a master's, or a 3.00 at master's level in a field related to your intended PhD, plus IELTS 6.0 or above. Eligibility is restricted to citizens of the recipient countries named in that year's guidelines, so confirm the current list before anything else — it is published with the call and it changes.
Applications run through the MOHE scholarship portal against guidelines republished each year, which is where the recipient-country list and the deadline live. A research proposal is part of the assessment for both levels, and because the award is tied to postgraduate study at a Malaysian institution, the university conversation runs in parallel rather than afterwards.
