This is the global umbrella rather than something you apply to, and the distinction matters: the Foreign Student Program is run country by country through binational commissions, so for Indian citizens it is administered by the United States-India Educational Foundation and the awards are the Fulbright-Nehru fellowships — Master's, Doctoral Research, Postdoctoral, and Academic and Professional Excellence. There is no application to a US university or to the US State Department. One restriction runs across all of them: employees of the Government of India and of state governments are not eligible, though researchers and academics at centrally funded institutions are.
