Eligibility
Not open to international students, and for an Indian applicant that is the whole answer. The award holder must be a Canadian citizen, a permanent resident, or a Protected Person under subsection 95(2) of the Immigration and Refugee Protection Act. The remaining criteria — a first-class average in each of the last two completed years of study, between 0 and 12 months of full-time graduate study completed, and a predominantly research-oriented programme leading to a thesis or major research project — only come into play once that citizenship test is met, and it cannot be met from India.

Canadian funding that is reachable from abroad runs through the universities' own entrance and research awards and through grants held by individual supervisors, so the conversation is with the department and a prospective supervisor rather than with a federal programme.
