We list 10 Psychology master's in Germany at nine institutions — nine cities, nine universities, almost one each. All ten are master's, all ten run 24 months, and all ten are verified as charging no tuition, which is a completeness we hold for very few subject lists.
Nine of the ten are taught in English
Nine programmes list English as the language of instruction; one lists German alongside it.
That is a more open list than German mechanical engineering, where six of sixteen expect German to be doing real work. For a subject that is taught almost entirely in German at undergraduate level in Germany, a near-complete English master's offering is the thing that makes this list usable for an Indian applicant at all.
It is also the first thing to check rather than assume. Psychology is a discipline where the practice runs in the local language even when the teaching does not, and that gap matters more here than in engineering or computing — which is the subject of the warning below.
If you want to practise, that is a licensing question, not a degree one
This is the most important paragraph on the page, and it is the one most psychology applicants skip.
A psychology master's and a licence to work as a psychotherapist in Germany are different things. Since the 2020 reform, Approbation — the licence to practise psychotherapy — requires a bachelor's and a master's that meet the requirements of the Approbationsordnung of 4 March 2020, followed by a multi-year period of further training. Not every psychology master's qualifies, and whether a particular one does is decided against those requirements rather than by the subject name on the certificate.
There is a transition period running to 2032 for people who began studying under the previous rules, which is why you will still find advice online describing an older route that no longer applies to someone starting now.
For an Indian applicant there is a further question on top: whether your bachelor's can feed into that accredited path at all. We are not going to answer either of those here, because both are decided per programme and by the relevant German state authority. What we will say plainly is that you should ask the university directly, in writing, before you assume a clinical career follows from the degree. A research or applied psychology master's is a perfectly good qualification; it is simply not automatically a route to practice.
The fee section, which is short
All ten carry a verified position of no tuition. German public universities are state-funded and charge no tuition for most master's courses, to Indian students as much as to German ones.
Germany's two exceptions do not touch this list. Baden-Württemberg charges non-EU students €1,500 a semester, and Bavaria leaves it to each institution; none of the nine institutions here is in either state. Checked state by state on 16 October 2026.
You still pay the semester contribution — roughly €70 to €430 a semester — and for the visa you must show €992 a month, set 1 January 2025, about €11,904 a year, normally in a blocked account. That is the figure that decides affordability, not the tuition line.
Where the 10 are
By city: Landau (2), then one each in Darmstadt, Bochum, Würzburg, Giessen, Saarbrücken, Hamburg, Oldenburg and Siegen.
The institutions are the University of Kaiserslautern-Landau, Technical University of Darmstadt, Ruhr-Universität Bochum, Julius-Maximilians-Universität Würzburg, Justus-Liebig-Universität Giessen, Saarland University, Universität Hamburg, Carl von Ossietzky Universität Oldenburg and Universität Siegen.
Nine institutions across nine cities for ten programmes is the most scattered list we hold for Germany. There is no cluster to apply into and no second choice in the same city if one rejects you, so a shortlist here is built across the country rather than within a region.
Two years
All ten run 24 months, the German norm, against a British psychology master's at twelve. Two years of no tuition plus two years of living against one year of fees plus one of living — for most self-funding students the German total is still the lower one, and the second year leaves room for the supervised project work that a psychology CV is actually read for.
Entry requirements
Every one of the ten records an English requirement, in formats varied enough that no single number covers them: IELTS Academic 6.5 is the most common anchor, with TOEFL iBT alternatives and per-section minimums, and several programmes also accepting UNIcert® or telc.
Psychology admissions in Germany weigh the match between your bachelor's content and the master's more literally than most — statistics, research methods and empirical project work are the modules that get counted, and a psychology degree light on those is a weaker application than its percentage suggests. Indian applicants also need the APS certificate before applying. How the APS works.

Catalogue figures counted from our published listings on 20 October 2026, after an attribution audit retired programme rows that had been assigned to the wrong institution. State tuition rules, the semester contribution range and the proof-of-funds figure were read on 16 October 2026. The Approbation requirements are those of the Approbationsordnung of 4 March 2020; eligibility is decided per programme by the relevant state authority, so confirm with the university before planning a clinical career.
