What changed
On July 17, 2026, the Department of Homeland Security published a final rule ending the long-standing "duration of status" (D/S) admission policy for F academic students, J exchange visitors and I foreign-media representatives. Instead of being admitted for as long as they maintain status, F-1 students will now be admitted for a fixed period of time, up to the length of the program listed on their Form I-20 and not exceeding four years, plus a 30-day period to depart. The rule takes effect on September 15, 2026.
What it means for students
Students whose program runs longer than the admitted period (for example, many PhD candidates, or those who change levels or transfer) will need to file a formal Extension of Stay application with USCIS, with the required fee, rather than simply remaining in D/S. The post-completion departure grace period is reduced from 60 days to 30 days.
Indian students should budget extra time and cost for possible USCIS extension filings and plan program timelines carefully. Prospective applicants should confirm current guidance with their university's international student office and the official DHS Study in the States portal before travel.
